Tamir Rice was playing in a park with a pellet gun in November 2014, when officers Timothy Loehmann and Frank Garmback drove up in a patrol auto, responding to an emergency call.

None of the rules violations announced by Public Safety Director Michael McGrath and Police Chief Calvin Williams directly related to the firing of Loehmann's gun outside a recreation center on November 22, 2014.

The death of Rice, who was African-American, came to exemplify the kind of complaints about excessive use of police force that have defined the Black Lives Matter movement.

Loehmann was sacked because he wasn't truthful on his job application, Williams said. He resigned after six months from that police force after being deemed unfit to serve as a police officer.

Garmback was also suspended for 10 days for his part in the incident and will have to take a tactical training course before returning to duty, the Times reported.

Williams said Loehmann, who shot Rice, has been fired.

Video surveillance showed he fired his weapon two seconds after leaving the patrol auto. His punishment, a two-day suspension without pay, is for failing to disclose his second job. Police were responding to a 911 call reporting a man with a gun.

In 2015, a grand jury declined to charge any of the officers in Tamir's death, sparking national outrage over this and other national headline-making shootings involving African-Americans at the hands of police. He said both officers were disciplined for violating department rules.

"There's a 12-year-old kid dead. We have to be fair and objective to our process".

Tamir's mother, Samaria Rice, expressed mixed feelings about the discipline. Timothy Loehmann was sacked today because he broke administrative rules.

But the Critical Incident Response Committee concluded that neither Garmback nor Loehmann violated any police policies during the shooting.

A subsequent criminal investigation by local prosecutors closed a year and a half ago, without bringing charges against the two officers.
