After the Shelby decision, North Carolina enacted strict photo ID requirements, slashed the early voting period to seven days, eliminated same-day voter registration and out-of-precinct voting, and ended pre-registration for 16-year-olds.
After a drawn-out legal battle, a federal appeals court in July 2016 struck down passages of the law that it said were meant to "target African Americans with nearly surgical precision".
The Justice Department filed a brief urging the Supreme Court not to take up the case just one day before Donald Trump was inaugurated as president.
In a statement that accompanied the court's order Monday, Chief Justice John Roberts pointed to uncertainty over who was authorized to file an appeal on behalf of the politically divided state.
The court's action sets no legal precedent, but it likely ends the litigation over the North Carolina law. An estimated 600,000 legitimate Texas voters lack the kind of ID the law mandates, and so would be prohibited from voting.
The state's new Democratic governor, Roy Cooper, and its Democratic attorney general, Josh Stein, had told the justices they wanted to drop the state's appeal of the 4th Circuit ruling.

That was the case, the court said, even though the state had "failed to identify even a single individual who has ever been charged with committing in-person voter fraud in North Carolina".
