White House says budget deal contains wall funding

White House officials are attempting to tout the spending deal as a win for the president and his priorities, and have said he would be in even a stronger negotiating position this fall. They sounded a note of defeat, blaming Senate rules for a budget plan that merited closing most government operations.

In the House, also led by Republicans, Speaker Paul Ryan took a more muted response.

In his tweet, Trump appeared to suggest that he would rather face a "shutdown" than compromise with the Democrats.

Turning to the team members, who were standing behind him, Trump said, "This is what winning looks like, something that you folks really know a lot about".
