The Department of Homeland Security announced Thursday night that the Obama administration's amnesty program for illegal immigrants brought to the U.S.as children will remain in effect.
The program meant to keep immigrant parents safe from deportation and provide them with renewable work permit for two years. Whereas DAPA protected undocumented parents of American citizens from deportation, DACA protects undocumented children who were brought to the United States in their youth from deportation, as long as they are enrolled in school or graduated and don't have a criminal background.
The program, which was announced by President Barack Obama in 2014, never took effect because it was blocked in a federal court.
"I'm grateful that President Trump has made a decision to keep the DACA program in place", Senate Majority Whip Dick Durbin (D-Ill.), a leader in the fight to create DACA, said on the Senate floor Thursday. And that, sometimes, has been a bottleneck to how we think about immigration. The program has granted work permits and temporary reprieve from deportation to hundreds of thousands of young adults who came to the country as children without authorization.
The program protects the immigrants, known as "Dreamers", from being deported, and helps them obtain work permits so they can be legally employed.
It is easy to see a cynical calculation by the White House at play here.
Two Canadians among those sought by US authorities over attack on protesters
Upon learning of the charges, Turkey's Foreign Ministry summoned John Bass, the us ambassador to Turkey, to issue a protest. Police displayed photos at the news conference of those sought , urging the public to help find some still unidentified.
However, the program remained in legal limbo after several states sued the government, saying that Obama had overstepped his constitutional authority and was illegally implementing "back-door amnesty". As CNN notes, DACA applies to just three-quarters of a million people while DAPA reaches six times as many-effectively granting amnesty to over a third of the us illegal immigrant population, and possibly more.
Individuals who fall under the "Dreamer" designation, as defined by President Obama, are children of undocumented immigrants who came to the USA not by their own choosing. Sadly, despite some promising innovations by Republican senators, the Trump administration has not shown the interest or competence in negotiating lasting fixes for the USA immigration system.
"They chose the fifth anniversary of DACA to do this", Obama administration veteran Cecilia Munoz tweeted shortly after the announcement. "If they think they're eligible they should consult with an attorney". Both programs required that participants meet certain conditions, including not having a history of serious crimes.
Trump has made immigration enforcement a top priority and has vowed to continue a crackdown on those living in USA illegally and those trying to sneak into the country.
Immigration activists have praised Trump's decision to allow the DACA program to continue.
