President Donald Trump on Thursday will announce his decision on whether to keep the United States in a landmark global pact to fight climate change, after a source close to the matter said he was preparing to pull out of the Paris accord.

"A USA withdrawal from Paris will be a disappointment to the climate community, but it may also embolden other countries to fill the void left by the US and take on a greater leadership role", said Glen Peters, a Norwegian scientist who tracks global carbon emissions.

Venting anger, German Chancellor Angela Merkel told reporters that the entire meeting was very "difficult".

The US administration under Trump - who once called climate change a "hoax" - has resisted intense pressure from US partners to commit to respecting the global accord.

Trump claimed before taking office that climate change was a "hoax" created by the Chinese to hurt the USA economy, an assertion that stands in defiance of broad scientific consensus.

Speaking in Berlin about the Paris climate change accord, he said that "China in recent years has stayed true to its commitment".

What's an even bigger deal is, if the USA chooses to leave, America would join Syria and Nicaragua as the only non-participants.

Speaking to reporters on Thursday, a spokesman for President Vladimir Putin, Dmitry Peskov, said that Russian Federation "thinks highly" of the accords and there is no alternative to it.

"I hope he will set aside pride and vanity and think of his obligation and responsibility, not only as president of the United States but as the purported leader of the free world", Healey said.

Russian Federation also said it would stick to its climate commitments, but said the Paris agreement would be affected by a United States pullout.

Trump has tweeted that he will announce his decision on the Paris deal on Thursday 3pm (US time).

"The administration has just not been responding to us to see if they're interested in bringing folks here", Walsh said.

China overtook the U.S. as the world's biggest emitter of greenhouse gases in 2007.
