Five days later, they would launch a horrific van and knife attack on London Bridge and Borough Market, in central London, which killed eight and injured dozens more. All others who had been arrested have been released without facing charges.

Earlier, London police admitted that one of the other two attackers, Khuram Shazad Butt, was on their radar as a member of the outlawed radical Islamist group al-Muhajiroun, co-founded by notorious hate preacher Anjem Choudary. The identity of the third attacker has also emerged, as has the fact that not only was the United Kingdom warned about him, but also the possibility that had there been action on that intelligence, the attacks could have been avoided.

The third of the three London Bridge attackers was on Tuesday named as Youssef Zaghba, a 22-year-old Italian national of Moroccan descent, who was on Italy's list of persons at risk after being held last year while on his way to Syria.

Media in Italy claim Zaghba was stopped by the authorities in Bologna a year ago when he was en route to Syria. In the residence, police said they found an English-language copy of the Quran opened at a page describing martyrdom, pieces of cloth which appeared to match material wrapped around the petrol bombs and water bottles similar to those used in the fake suicide vests.

The Italian mother of one of the London Bridge attackers said Wednesday her 22-year-old son became radicalized in Britain, falling under the spell of Islamic extremism and confiding to her that he had dreams of moving to Syria.

According to Italian media reports, Zaghba's status as a potential militant was notified to the British and Moroccan secret services.

Zaghba's two accomplices in the attack were identified by police on Monday.

"We will look at how the processes were followed, what they did".

All the three men were shot dead by armed officers within eight minutes of the first call as the trio mowed people down on London Bridge before slashing people with knives in a frenzied attack on civilians. Three people are killed.

London police have said 12 other people from Barking held since the attack have been freed.

In its most detailed description of the attack yet, the Metropolitan Police said the men had also rented a flat in Barking, east London, to use as a safe house.

HBO's John Oliver spoke about Britain's courage in the face of the attacks. "That does require obviously vigilance but it does require proper resources and therefore cutting police numbers and not funding sufficiently those that are involved in security is a problem", he said.

The investigation has concluded that 27-year-old Butt was the ringleader.

"I'm calling on all Londoners to pull together, and send a clear message around the world that our city will never be divided by these ugly individuals who seek to harm us and destroy our way of life", Khan said.

The city "carries on" and people should feel reassured by the increased police presence on the streets, Metropolitan Police Commissioner Cressida Dick said.

"We will be looking at intelligence and our processes, and asking ourselves the question: 'Could we have prevented such an attack?'", Haydon said. "There's a deep anger from those people who've seen 20,000 police officers lose their jobs".

The ISIS-linked Amaq News Agency claimed a "detachment of Islamic State fighters" carried out the attack but provided no evidence to back up its claim. "But I did my best, and I think he was worn down on the inside", she said.

London Mayor Sadiq Khan criticized the cuts to the police under the Conservative-led government and argued that London could lose frontline police officers if May's Conservative Party triumphs in the election.
