The message of the ad reflects a strategy by Trump and his advocates to erode Comey's credibility.

Short was also asked about the president's constant tweeting, which has repeatedly distracted from the White House's planned agenda, including this week's focus on infrastructure investments to fix the nation's crumbling roads, bridges and airports.

Kellyanne Conway, counselor to the president, had left the door open to an executive action that morning, telling a "Today" show co-host: 'If Mr. Comey does testify, we'll be watching with everyone else'.
