China's U.N. Ambassador Liu Jieyi called for a halt to the deployment and for any equipment in place to be dismantled.

North Korea's intercontinental ballistic missile tests and an attempt to ease the tension in the disputed South China Sea had topped the agenda of the ASEAN foreign ministers' meeting in Manila.

Washington imposed new unilateral sanctions on Moscow on Wednesday to punish Russian Federation over accusations of interference in the 2016 USA presidential election and the annexation of Ukraine's Crimea.

It adds nine North Koreans, mainly officials or representatives of companies and banks, to the United Nations sanctions blacklist, banning their travel and freezing their assets. However, McMaster was concerned that any military attack on North Korea would become an expensive and devastating war for South Koreans to endure. The resolution adopted on Saturday completely bans North Korean exports of coal.

The measure cuts about $1 billion worth of North Korean exports, or about a third of the country's export revenue each year. Chinese Foreign Minister Wang Yi, meeting with North Korea's top diplomat during the gathering in Manila, urged the North to "maintain calm" despite the United Nations vote.
