The North followed its two tests of Hwasong-14 ICBMs by threatening in August to launch a salvo of its Hwasong-12 intermediate range missiles toward the U.S. Pacific island territory of Guam.

Under that proposal, North Korea would suspend nuclear and missile tests in exchange for the US and South Korea suspending their joint military exercises, CNN reported.

U.S. President Donald Trump admonished South Korea, a key ally, for what he termed a policy of "appeasement" after North Korea claimed to have tested an advanced hydrogen bomb for a long-range missile on Sunday. South Korean government officials said the estimated explosive yield of last year's first test was much smaller than what even a failed hydrogen bomb detonation would produce. The country has tested nuclear weapons successfully five previous times since 2006.

"North Korea has a choice".

Moon said all available diplomatic actions, including new UN Security Council resolution, should be considered to completely isolate North Korea in response to the its sixth nuclear device test.

China's Earthquake Administration said it detected a second quake in North Korea of magnitude 4.6, which it termed as a "collapse". There was speculation that North Korea might have detonated a boosted fission bomb, a weapon considered halfway between an atomic bomb and an H-bomb. All measurements so far put the detonated device's explosive yield considerably higher than North Korea's fifth nuclear test last September.

Earlier, the Japan Meteorological Agency had observed a magnitude-6.1 tremor in North Korea, which showed a different waveform from a natural quake.

As part of North Korea's work to build an arsenal of viable nuclear ICBMs that can reach the USA mainland, Kim inspected during a visit to the North's Nuclear Weapons Institute the loading of a "homemade" H-bomb into an ICBM.

As the Two-Way reported last month, USA intelligence analysts believe North Korea has already developed a warhead that can be placed on its ballistic missiles, including an ICBM capable of reaching US territory. Independent analysis of North Korea's nuclear weapons program has noted the production of materials, including Lithium-6, which could be used in a thermonuclear bomb.

CNN reported: "The test was a "perfect success" and the final step in attaining a 'state nuclear force, ' long-time news anchor Ri Chun Hee said in a televised announcement Sunday". That would require the underground nuclear test to have "vented"; North Korea has been remarkably successful at restricting venting for its tests to date.

Reports that the United States is considering pulling out of its trade deal with South Korea has also ratcheted up tensions with the country.
