Germany, France float new sanctions after North Korea nuclear test

US warns N. Korea of using ‘nuclear capabilities’ to defend itself allies US warns N. Korea of using ‘nuclear capabilities’ to defend itself allies

The Arms Control Association (ACA) said the latest test by North Korea has created a new and risky ear in East Asia.

Responding to a question about the deployment of more U.S. military assets in the region, Geng said China hoped all sides would "work to ease the tension instead of escalating the tension".

Reports of a possible missile launch by the North came South Korea announced plans to allow the "temporary" deployment of a controversial United States defence shield that has infuriated China.

As the United Nations security council prepares to meet over the latest provocation by Kim Jong-un's regime, US Defence Secretary Jim Mattis said that, "Any threat to the United States or its territories, including Guam or our allies will be met with a massive military response, a response both effective and overwhelming".

The detonation Sunday was the strongest ever from the North, which claimed the test was of a hydrogen bomb.

Chinese foreign ministry spokesman Geng Shuang told reporters Monday that North Korea "must be very clear" that UN Security Council resolutions prohibit such activities.

The United Nations Security Council made a decision to hold an emergency meeting on Monday to discuss the worldwide response.

North Korea's closest ally China said it strongly condemned the nuclear test and urged Pyongyang to stop its "wrong" actions.

"The Chinese are frustrated and dismayed by North Korea's conduct, but China has the greatest leverage, and with the greatest leverage comes the greatest responsibility", he told the Australian Broadcasting Corp on Monday.

Russia Voices 'Regret' at US Order to Shut San Francisco Consulate
Lavrov said if face-to-face negotiations started, Russian Federation would be ready to contribute to the mediation and that it was in Russia's interest "for the GCC to be united and strong".

The South Korean drills were carried out just hours after USA defence secretary James Mattis said there would be a "massive military response" if there were any further threats to the country or any of its allies.

Moscow would need to react to the expansion of a United States anti-missile defence system in South Korea, Ryabkov added.

Mr Trump also lashed out at South Korea. Some military analysts have upgraded their assessment of North Korea's nuclear capability, with one study concluding the country has successfully produced a miniaturized nuclear warhead that can fit inside its missiles. The aim of stronger sanctions was to draw North Korea into dialogue, he said. "We have taken an incremental approach, and despite the best of intentions, it has not worked".

Even if North Korea reacted only with conventional weapons, its response, and South Korea's counter attack, could produce enormous casualties.

For its part, China fears a collapse of the Pyongyang government might prompt an influx of millions of refugees and-in the event of South Korea absorbing its neighbour-create a well-armed United States ally straddling its border.

Diplomats have said the UN Security Council could now consider banning Pyongyang's textile exports and the North's national airline, stop supplies of oil to the government and military, prevent North Koreans from working overseas and add top officials to a blacklist to subject them to an asset freeze and travel ban.

The range to the simulated targets was set "in consideration of the North's Punggye-ri nuclear test site in its northeastern province".

"Investors seem reluctant to price in anything more severe than trade sanctions, and the absence of another "fire and fury" Trump tweet has helped encourage markets to respond warily".
