The incident stemmed from "a software vulnerability in the test filing component" of the EDGAR system that "was exploited and resulted in access to nonpublic information". In August 2017, the Commission learned that an incident previously detected in 2016 may have provided the basis for illicit gain through trading.
However, hackers may have gotten their hands on nonpublic information.
Earlier this year the SEC filed fraud charges against a mechanical engineer who was accused of "scheming to manipulate the price of Fitbit stock by making a phoney regulatory filing" on the EDGAR system.

The SEC hosts large volumes of sensitive and confidential information that could be used for insider-trading or manipulating US equity markets.
